Cape metro police watchdog to intensify duties

The City of Cape Town's Metropolitan Police Civilian Oversight Committee (CIVOC) is to intensify its oversight duties of the Metro Police's services.

This follows reports alleging misconduct by members of the Metro Police necessitates closer monitoring of the services' policies, actions and corrective measures, says CIVOC Chairperson, Heather Tager.

"The recent groundswell of negative publicity on alleged actions by Metro Police officers calls for stricter supervision.

"CIVOC had in the past identified the need to propose an investigation into the continuing bad behaviour of Metro Police members.

"During this time a number of submissions were made to the City Manager detailing the need for such an intervention," Ms Tager said.

The watchdog committee was originally established in May 2003, disbanded and then re-established in September 2006. Its task is to ensure civilian oversight of the Metro Police.

The CIVOC mandate includes monitoring complaints of misconduct, criminal charges, and civil claims against the Metro Police, as well as training programmes and attendance of Community Police Forums.

"We have also asked that the Chief of Metro Police provide us with reports on complaints against the service.

"This will guide the committee in advising the City Council in ensuring that the service adheres to policies and directives issued by the City Manager.

"Complaints against the Metro Police that are of a criminal nature, must be directed to the Independent Complaints Directorate or the South African Police Services," Ms Tager said.

The committee meets once a month and advises the city council on matters relating to the Metro Police.
